I think you could combine ideas 1 & 3, as both involve event planning. "Green" is very hot right now, so that could be good for marketing. If you do not exclusively focus on children's party planning, but offer it as one of your specialties, that might work for you. I suggest that you do some market research before you invest any of your money in start-up. Your friends are going to do what friends do and be supportive and tell you it's a good idea, but you really need to know if enough people are going to spend their money on what you are offering.

There are government programs aimed at people who want to start up their own businesses, as well as business development banks, etc. They often have packages to help with doing up a business plan. They have checklists to make sure you consider all the expenses and red tape, such as liability insurance, etc.

I think that all are really good ideas. It depends on what your revenue requirements are.

Here are some steps that might help you.

1-Contact your state business license division and find out if there are any special requirements. I know that in some states if you go in and clean when the owner or tenant is not in you are required to be bonded. If you have to have special licensing I think that would influence your decision. Special licensing can be expensive and complicated.
2-Check around your community either through the Department of Revenue, SBA, bank, or even just call some of the business's themselves and ask them what their rates are,how much time the estimate it takes to put an event together and other questions you may have. A lot of people in business don't mind answering your questions. They can provide a ton of information and let you know what the pit falls are as well much more information that will benefit you.
3-You will need to have a contract drawn up for your services. You Must, Must, do this if you don't do anything else. People may have money but there are those who don't want to part with it and you have to protect yourself.
